The Omegaton B101 (L) is an amplifier for the entry level laser weapons. It amplifies the output of the laser weapon, increasing the damage. In the Inventory ("I" key), you find it under the Weapons tab. To use the Laser Amp, it has to be attached to a laser weapon. Open the Inventory ("I" key) and go to the Weapons tab. Drag the Laser Amp on top of a weapon. If it can be attached, the weapon will be highlighted green. Then just drop the Laser Amp on the weapon. If it can't be attached, the weapon will be highlighted red. Once it's attached to a weapon, it is automatically used when the weapon is fired. To detach a Laser Amp from a weapon, right-click on the weapon and select Detach Attachment. Attachments can only be attached or detached from unequipped weapons. Make sure that the weapon is unequipped (does not have any hand icon) before attaching. If it is equipped, right-click on the weapon and select Unequip, and then attach the weapon.
